Overview

DecisionPoint Corporation is seeking a highly experienced Senior Program Manager to support strategic Federal contract pursuits and oversee the successful delivery of active programs.

 

This individual will initially serve as the Bid Program Manager and proposed Task Order Program Manager (TOPM) for a competitive Government procurement supporting the U.S. Military Entrance Processing Command (USMEPCOM). The Senior Program Manager will work closely with capture, solution, proposal, pricing, contracts, recruiting, and executive leadership throughout the pursuit lifecycle.

 

The successful candidate will help develop a credible and executable management solution, contribute to proposal preparation, and play a leadership role in oral presentations and other Government evaluation activities. 

 

While supporting the procurement, this individual may also serve as Program Manager for other current contracts administered through GSA Assisted Acquisition Services (AAS). Depending on business and operational requirements, the Senior Program Manager may oversee a portfolio of related contracts and serve as a company subject-matter expert on AAS-managed acquisitions and programs.

 

This is a highly visible leadership position requiring extensive experience managing complex Federal and Department of Defense programs, leading multidisciplinary and geographically dispersed teams, supporting competitive procurements, and building trusted relationships with Government customers and industry partners.

Additional Information

This position may support multiple contracts and business-development activities based on company requirements. Responsibilities and contract assignments may evolve as new work is pursued or awarded.

 

The position is primarily remote; however, approximately 25% travel may be required. Travel may include onsite support within the District of Columbia, Maryland, and Virginia (DMV) area; and travel for customer meetings, oral presentations, transition activities, program operations, and corporate meetings.

 

Duties & Responsibilities

Bid and Proposal Leadership

  • Serve as the Bid Program Manager and proposed TOPM for designated Federal contract pursuits.
  • Work with capture, solution, proposal, pricing, contracts, recruiting, and executive leadership to develop an integrated and executable program management approach.
  • Contribute to the development of technical, management, staffing, transition, quality, risk, and performance-management solutions.
  • Translate solicitation requirements into practical operating models, schedules, governance structures, staffing plans, and performance measures.
  • Participate in solution-development sessions, proposal reviews, color-team reviews, competitive assessments, and other capture and proposal activities.
  • Prepare for and participate in oral presentations, technical demonstrations, management discussions, and Government question-and-answer sessions.
  • Present and defend the proposed program management approach clearly and credibly to Government evaluators and senior stakeholders.
  • Help identify key personnel, subcontractors, staffing resources, and organizational capabilities required for successful Task Order execution.
  • Support transition planning and operational-readiness activities in advance of contract award.
  • Maintain the availability and commitment necessary to transition into the TOPM position following contract award.

Current Contract and Portfolio Leadership

  • Provide program-management support for other current contracts administered through GSA AAS.
  • Manage or help oversee a portfolio of Federal contracts, with responsibility for coordinated performance, staffing, financial management, risk management, and customer satisfaction.
  • Serve as a company subject-matter expert on GSA AAS acquisitions and AAS-managed contract execution.
  • Advise capture and delivery teams on AAS processes, governance, customer engagement, reporting expectations, and contract administration.
  • Develop repeatable program-management practices, tools, templates, and performance standards for use across the company’s contract portfolio.
  • Mentor program managers, project managers, and emerging leaders.
  • Support program reviews, independent assessments, recovery planning, and corrective-action initiatives.
  • Identify opportunities for contract growth, improved performance, stronger customer relationships, and expanded mission support.
  • Brief company executives on program health, significant risks, customer priorities, and recommended actions.

Qualifications

Required Qualifications

Candidates must meet all the following requirements:

  • Must be an employee of the prime contractor.
  • Must possess an active Project Management Institute Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Must have a minimum of seven years of experience within the past ten years serving as a Task Order Program Manager or equivalent Program Manager, leading and delivering IT and mission-support services.
  • Must have a minimum of five years of experience within the past eight years planning and executing complex IT tasks and projects effectively with minimal Government direction and oversight.
  • Must possess an active Secret clearance.

Desired Qualifications

The following qualifications are desired:

  • Possession of a DoDI 8570.01 Level I certification, in any category or equivalent specialty, or a higher-level certification.
  • Possession of one or more infrastructure-related technology certifications.
  • A minimum of five years of experience within the past ten years leading a geographically diverse team.
  • A minimum of five years of experience within the past ten years coordinating, communicating, and collaborating with Government and public-sector personnel.
  • A master’s degree or higher in business administration, computer science, engineering, management, or a related field.

Technical and Business Knowledge

  • Advanced knowledge of program and project management principles, methods, and best practices.
  • Strong understanding of Federal and Department of Defense acquisition and contracting environments.
  • Knowledge of capture management, proposal development, solution development, transition planning, and contract-startup activities.
  • Understanding of operational planning, workforce management, subcontractor management, quality assurance, risk management, and performance measurement.
  • Ability to interpret solicitations, performance work statements, statements of objectives, contract requirements, and evaluation criteria.
  • Working knowledge of financial management, forecasting, staffing, scheduling, and contract performance reporting.
  • Proficiency with Microsoft Office and standard program-management, scheduling, reporting, and collaboration tools.
