Overview

DecisionPoint seeks a Change Manager to oversee enterprise change management processes supporting a large federal and DoD-aligned mission environment. This role manages all aspects of change governance, including facilitating the Change Control Board (CCB), evaluating the risk and impact of technical changes, coordinating approvals, and ensuring alignment with ITIL-based processes. 

The Change Manager is responsible for maintaining disciplined, traceable, and compliant change activities across development, test, staging, and production environments. This includes documenting change requests, enforcing change policies, ensuring proper sequencing and scheduling, and guiding teams through standard and emergency change workflows. 

This position is fully remote.

Duties & Responsibilities

The Change Manager will: 

  • Lead the full change management lifecycle, enforcing ITIL-aligned processes for change requests, approvals, and implementation. 
  • Run the Change Control Board (CCB), prepare agendas, facilitate decision making, and record outcomes. 
  • Evaluate proposed changes for risk, impact, dependencies, and alignment with mission and technical priorities. 
  • Ensure all changes are properly documented, reviewed, tested, approved, and scheduled before implementation. 
  • Manage emergency changes, including rapid assessment, stakeholder coordination, and expedited approval workflows. 
  • Coordinate with release management, DevSecOps, infrastructure, security, and application teams to ensure change readiness. 
  • Maintain the change calendar, implementation timelines, and change freezes in alignment with operational needs. 
  • Track change metrics, trends, failure rates, and audit results to support continuous improvement. 
  • Ensure change records are complete, accurate, and compliant with federal and DoD requirements. 
  • Assist in post-implementation reviews to identify root causes and recommend corrective actions. 
  • Provide training, guidance, and communication on change governance procedures. 

Qualifications

Clearance Requirement 

Must hold an active Secret clearance, supported by a Tier 3 background investigation. 

 

Education (Required) 

Bachelor’s degree in Business, Information Technology, Information Systems, or a related field. 

 

Experience (Required) 

  • Minimum 7 years of experience in IT change management, IT service management, or enterprise governance roles. 
  • Experience leading ITIL-based change control processes for federal, DoD, or similarly complex environments. 
  • Experience running or supporting a Change Control Board (CCB). 
  • Experience evaluating technical changes for risk, impact, dependencies, and mission alignment. 
  • Experience coordinating change readiness across multiple technical disciplines. 

 

Technical Knowledge (Required) 

  • Strong knowledge of ITIL v4 change management processes. 
  • Understanding of enterprise release workflows, deployment cycles, and change governance. 
  • Familiarity with DevSecOps, CI/CD pipelines, and cross-environment promotion workflows. 
  • Knowledge of configuration management, CMDB concepts, and dependency relationships. 

Technical Knowledge (Preferred) 

  • Experience with ServiceNow, Remedy, Jira, or other ITSM platforms. 
  • Experience with risk assessment, compliance reporting, or operational auditing. 

 

Certifications 

Required: 

  • ITIL v4 Foundation 

Preferred: 

  • Additional ITSM, governance, or project management certifications 

 

Skills 

  • Strong facilitation and communication skills for guiding cross-functional teams through change decisions. 
  • Excellent analytical and risk evaluation skills with attention to detail. 
  • Ability to enforce process adherence while supporting mission-critical operations. 
  • Strong organizational and documentation abilities. 
  • Capacity to manage competing priorities in a highly dynamic operational environment.
