Overview

DecisionPoint seeks a Senior Program Manager (TOC Manager/Vendor Lead) to oversee contract performance, staff scheduling, and vendor coordination supporting the Cybersecurity and Infrastructure Security Agency (CISA). This position provides leadership and subject matter expertise to ensure quality delivery of IT services, compliance with performance standards, and alignment with CISA’s mission objectives. The TOC Manager/Vendor Lead will serve as a Subject Matter Expert (SME), managing contract requirements, leading audit and inspection activities, and ensuring service-level adherence across teams.

 

This position is fully on-site at one of the following Arlington locations:

  • 4200 Wilson Blvd., Arlington, VA 22203 (Wilson)

Duties & Responsibilities

The TOC Manager/Vendor Lead will possess the knowledge, skills, and leadership capabilities expected of a Subject Matter Expert (SME) and will: 

  • Prepare presentations, reports, and manage staff schedules to maximize efficiency based on customer system specifications and skill requirements. 
  • Lead audit and inspection activities, addressing identified gaps in a timely manner. 
  • Ensure contractor performance metrics meet or exceed established quality levels through effective quality control processes. 
  • Coordinate periodic status reports and communications with stakeholders on major incidents and issues via monthly customer teleconferences and ad hoc methods. 
  • Provide weekly communication to Government management on issues, risks, accomplishments, Memorandum of Agreement (MOA) breaches, and contractor performance metrics. Deliver status updates to executive leadership and implement best practices for continuous improvement. 
  • Respond within two (2) hours to requests for discussion or resolution of performance, service, delivery, or technical inquiries. 
  • Manage the contract, coordinate requirements, and ensure contractor support aligns with government priorities and objectives. 
  • Assign, schedule, and support contractor employees, subcontractors, and resources across the program. 
  • Oversee the delivery of IT services and support to CISA and its customers, ensuring alignment between all service functions and adherence to Service Level Objectives (SLOs). 
  • Collaborate with other CISA contractors to provide advance awareness, training, and SOPs for operational changes and break/fix tasks. 

Qualifications

  • Must be able to obtain and maintain a favorable suitability determination (Public Trust background investigation). 
  • 5+ years of IT contract/program management experience required.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field (an additional 10 years of experience may substitute for a degree). 
  • Certifications: ITIL 4 certification is required. 
  • Technical Knowledge: Expertise in IT service management, audit coordination, performance monitoring, and vendor oversight. 
  • Skills: Strong leadership, communication, and stakeholder engagement skills; ability to oversee quality control processes, lead incident response coordination, and manage large teams. 
  • Federal experience (preferred).
