Overview

DecisionPoint Corporation seeks a Program Manager for the FCC Cybersecurity Support Services contract. The PM oversees comprehensive cybersecurity program execution, ensuring timely delivery and adherence to contract requirements, including Agile Project Management, Enterprise Architecture, strategic oversight, risk management, and compliance reporting.

 

This position is on-site at FCC HQ; 45 L Street NE, Washington, DC 20002.

Duties & Responsibilities

The Program Manager will possess the knowledge, skills, tasks, and capabilities described in the Work Role for Program Management (OG-WRL-010) as outlined in the National Initiative for Cybersecurity Education (NICE) Work Role Framework.


The Program Manager will also:
• Lead comprehensive program management and oversight, aligning efforts with Agile methodologies and FCC strategic objectives.
• Develop and maintain detailed Program Support and Management Plans, incorporating risk management, resource strategies, scheduling, and performance metrics.
• Serve as the primary point of contact for the FCC Contracting Officer's Representative (COR), addressing programmatic issues, concerns, and status reporting.
• Direct implementation and continuous improvement of cybersecurity best practices, NIST Risk Management Framework (RMF), compliance reporting, and continuous monitoring.
• Provide seasoned subject matter expertise to FCC staff and stakeholders on cybersecurity program operations, reporting, and compliance requirements.
• Ensure risk management, quality control, and customer satisfaction metrics are reported monthly and support Quarterly Performance Reviews.
• Guide the execution of the transition-in and transition-out plans with minimal service disruption.
• Implement the PSMP (Program Support and Management Plan) that addresses communications, performance reporting, staffing, and escalation procedures
• Possess the knowledge, skills, tasks, and capabilities described in the Work Role for Program Management (OG-WRL-010) as outlined in the National Initiative for Cybersecurity Education (NICE) Work Role Framework.

Qualifications

• Clearance Requirement: Must have a Top-Secret clearance.
• Minimum Education and/or Experience: 7+ years of experience serving as Program Manager on Enterprise Cybersecurity Support government contracts.
• Technical Knowledge: Proven ability to apply PMI PMBOK and Agile methods to federal cybersecurity programs; expert in developing and maintaining PSMP / QCP and ServiceNow PPM dashboards for enterprise-wide performance oversight; experienced in guiding NIST RMF and FISMA compliance reporting and risk metrics.
• Certifications: Certified PMI Agile Certified Practitioner (PMI-ACP)/ Scrum and Kanban or Project Management Professional (PMP) and Certified in the Governance of Enterprise IT (CGEIT) or Certified Information Systems Security Professional (CISSP).
• Skills: Have core competencies in Contracting/Procurement, Enterprise Architecture, Organizational Awareness, Process Control, PM, Requirement Analysis, Risk Management, Strategic Planning, Systems Integration, Technology Awareness, Third Party Oversight/ Acquisition Management.
• Federal experience (preferred)
