Overview

DecisionPoint Corporation is seeking a Product Owner  for an upcoming opportunity supporting the transformation and development of the Future Defense Casualty Information Processing System (DCIPS). This role supports the Office of the Deputy Assistant Secretary of Defense (ODASD) for Military Community and Family Policy (MC&FP) and serves as the voice of the end user throughout the Agile software development lifecycle. The Product Owner will be responsible for translating user needs into actionable backlog items, ensuring features and functionality align with the mission requirements of casualty and mortuary affairs support for service members and their families, within a multi-year enterprise modernization effort.

This role is remote and requires a favorably adjudicated Tier 5 background investigation for access to classified systems.

Duties & Responsibilities

  • Act as the primary liaison between business users, developers, testers, and program leadership to define and prioritize user stories, epics, and features.
  • Own and manage the product backlog; ensure items are groomed, prioritized, and clearly articulated for development teams.
  • Collaborate with stakeholders from Casualty and Mortuary Affairs (CMA) Offices to gather and validate requirements, ensuring product features support timely, compassionate, and accurate casualty case management.
  • Lead Agile ceremonies including backlog grooming, sprint planning, and sprint reviews.
  • Translate complex business and regulatory needs (e.g., DoDI 1300.18) into functional specifications and product deliverables.
  • Work closely with UX/UI designers, developers, and testers to guide feature development and ensure alignment with end-user workflows.
  • Ensure each increment of work meets quality standards and the program’s “Definition of Done.”
  • Participate in user acceptance testing and training delivery planning for new releases and enhancements.
  • Coordinate with the Program Manager and Technical Lead(s) to ensure cross-functional alignment across tasks and timelines.

Qualifications

Required Qualifications:

  • Active Top Secret security clearance. 
  • Bachelor’s degree in Business, Information Systems, or related field.
  • Demonstrated experience serving as a Product Owner on large-scale, multi-year federal IT programs involving cross-functional teams of 30+ personnel, complex stakeholder environments, and mission-critical system delivery.
  • 6+ years of experience as a Product Owner, Business Analyst, or functional lead within Agile software development teams.
  • Demonstrated experience owning and refining backlogs, writing clear user stories, and managing Agile artifacts and tools (i.e. Jira, Azure DevOps, etc.).
  • Strong understanding of Agile frameworks such as Scrum, SAFe, or Kanban.
  • Experience working on DoD and/or federal programs, ideally in secure environments (DoD, DHS, VA, etc.).
  • Experience aligning products to regulatory or statutory guidance, especially systems handling PII, CUI, and/or Privacy Act data.
  • Excellent communication skills with the ability to translate mission needs into technical requirements.
  • Strong orals presentation skills and ability to communicate clearly and persuasively with government stakeholders and evaluators.

Desired Qualifications:

  • Experience with casualty and mortuary affairs systems or other human-centered defense systems.
  • Experience supporting modernization of legacy federal case management or workflow platforms.
  • Familiarity with DoDI 1300.18, DISA STIG/SRG compliance, and Risk Management Framework (RMF).

Preferred Certifications:

  • Certified Scrum Product Owner (CSPO) or SAFe Product Owner/Product Manager (POPM)
  • Agile Certified Practitioner (PMI-ACP)
  • Security+, ITIL v4 Foundation, or equivalent for working in secure IT environments
