Overview

DecisionPoint is seeking a Senior Business Analyst to support the CPN Region of the Bureau of Reclamation at the Department of the Interior. This Senior Business Analyst will administer the planning, budgeting, procurement, and life-cycle management of investments including the coordination of IT operations, maintenance, services, and related project activities or tasks to achieve established performance goals.

Duties & Responsibilities

  • Communicates with a diverse array of contacts to conduct strategic planning, identify solutions, provide guidance, and improve the effectiveness of the portfolio.
  • Develops policies, procedures, and program submissions to meet Regional and Reclamation requirements. 
  • Develops and updates documentation and required investment/project management artifacts to standard and in a timely manner to ensure that all process milestones are met with corrective action plans to address potential or ongoing problems related to the IMT investment.
  • Manages the Regional IT procurement processes including planning, preparing, reviewing, tracking, and updating of procurement requests and documentation.
  • Analyzes financial reports to ensure proper alignment of IMT costs with the investment portfolio and takes action to address discrepancies. 
  • Plans, schedules, and distributes the work to assure that deadlines are met and makes changes to accommodate priorities.
  • Manages the project budgets and advises management of project resource needs.

Qualifications

  • Ability to obtain Public Trust 
  • Minimum 8 years experience or Bachelor's Degree in alike field 
  • Knowledge of business analysis concepts, principles, methods, and practices to design and conduct comprehensive studies and reports. 
  • Knowledge of related disciplines such as budgeting, procurement, economics, and financial principles, procedures, and processes in order to compile, correlate, and analyze financial data and programs.
  • Basic knowledge of the laws, regulations, policies, goals, and objectives, guidelines and relationships of the Region and Reclamation as related to IT operations that form the framework for program operations to develop process improvements for effective management and reporting of IT program resources and activities. 
  • Ability to develop budget estimates and track actual costs of activities and projects and provide proper reporting of costs through the financial system and business cases.
  • Ability to present, orally and in writing, recommendations and conclusions based on analysis and evaluation in such form and manner as are most useful to management.
  • Knowledge of process improvement procedures used to analyze and develop process improvements for effective management and reporting of program resources and activities.
  • Interpersonal and leadership skills to interact with various levels of Regional, Bureau, and Department staff and management to plan, organize, and direct program activities and negotiate effectively with key stakeholders to accept and implement recommendations that may require significant agency resources or changes in established procedures.
