DecisionPoint Corporation is seeking a Senior Circuit Engineer to join our team on the upcoming Enterprise DISA JSP ETM Services 2.0 program.
This position is onsite in the Washington, DC area.
Oversee the activation, modification, upgrade, and deactivation of circuits in compliance with DISA Telecommunication Service Orders (TSOs) and local customer requirements, handling around 65-125 TSOs per month.
Plan, coordinate, and implement all circuit installations or changes within Technical Control Facilities (TCFs), JSP-controlled Telecommunications Rooms (TRs), and Points of Presence (POPs) within the Pentagon and Mark Center reservation.
Maintain and update Circuit Layout Records (CLRs) for all trunks, circuits, and systems, ensuring accuracy of cross-connect information, equipment details, and customer contact points.
Conduct Initial Test and Acceptance (T&A) upon activation of all DODIN and NON-DODIN circuits, links, trunks, and systems, maintaining test results in circuit history folders.
Perform annual out-of-service QC tests on all trunks, links, channels, and circuits as per DISA regulations, documenting results for performance and reliability.
Ensure adherence to DODIN performance standards across all transmission media and interface equipment, resolving any issues that fail to meet required standards.
Provide 24x7 support for circuit restoration and fault isolation, ensuring quick responses to incidents by initiating troubleshooting within 10 minutes of ticket receipt and resolving in-house issues within 30 minutes.
Utilize Government-provided tools (e.g., NetMS, Netscout, ScienceLogic, Gemx, Preside) for monitoring circuits, networks, and equipment, promptly addressing any disruptions to maintain operational integrity.
Maintain permanent history files for circuits, links, and trunks, ensuring all documentation (e.g., TSOs, T&A results, exception reports) is organized and up to date.
Generate and deliver Monthly Circuit Activations and Provisioning Reports, capturing pending, open, and closed actions, as well as any delays and their causes.
Produce semi-annual Circuit Activation/Provisioning Review and Revalidation Reports, documenting circuit status, and addressing any required revalidations.
Coordinate with commercial vendors and cleared DISA personnel, providing escorts to deliver circuits to NPOP, SPOP, and other controlled POPs as needed.
Issue customer notifications upon circuit activation annually, thereafter, ensuring proper documentation in circuit history folders and maintaining accurate contact databases.
Establish and manage a trend analysis program as per DISAC 310-70-1, monitoring outage frequencies, causes, and impacts to ensure circuits meet reliability thresholds.
Prepare monthly trend analysis reports, providing insights into circuit availability and reliability, and recommending actions for performance optimization.
Collaborate in developing and updating training programs for circuit activation staff, maintaining a schedule of hands-on training and troubleshooting exercises to ensure staff readiness.
Support training efforts by ensuring staff are proficient in troubleshooting, circuit configuration, and equipment operations.
Adhere to COMSEC handling and physical security standards, performing Keying Material (KEYMAT) management, and ensuring two-person integrity for all classified operations.
Oversee the destruction and inventory of KEYMAT, complying with NISPOM standards and maintaining destruction records.
Active TS/SCI clearance required.
Bachelor’s Degree in Related Field with 5+ years relevant work experience.
