Overview

DecisionPoint Corporation is seeking a Requirements Evaluation & Design (RED) Team Lead to join our team on the upcoming Enterprise DISA JSP ETM Services 2.0 program.

 

This position is onsite in the Washington, DC area. 

Duties & Responsibilities

  • Lead the evaluation of JSP customer network requirements to determine if they fall under MAC or ECP guidelines.

  • Work closely with JSP customers and internal teams to gather requirements, clarify objectives, and assess feasibility.

  • Ensure accurate classification of ECPs based on complexity and requirements, ranging from No Cost Projects to Complex ECPs involving outside plant installations or external SMEs.

  • Oversee the design of proposed technical solutions, ensuring they meet JSP standards and customer needs.

  • Develop and document ECPs with associated schedules, cost estimates, and resource requirements, breaking down labor by skill sets and hardware/software on a Bill of Material (BOM).

  • Facilitate the inclusion of Customer Relationship/Account Managers’ insights to ensure that solutions are practical, implementable, and address on-the-ground challenges.

  • Manage the ECP Catalog, ensuring it is updated to reflect defined labor and material estimates.

  • Validate project types (No Cost, Small, Medium, Large, Complex) and ensure unit pricing and assumptions are accurate and align with JSP pricing guidelines.

  • Establish and maintain workflows for expedited and regular-priority ECPs, ensuring timely delivery based on urgency.

  • Deliver regular-priority ECPs within 12 business days, and expedited ECPs within 72 hours (or 24 hours as needed) post-CRQ receipt, aligning with COR or ACOR priorities.

  • Address any timeline deviations through ECP Waiver Requests, submitted to the COR and ACOR for approval when required.

  • Track and manage the status of all ECPs in progress, providing updates to stakeholders and maintaining detailed records on a shared network drive.

  • Provide monthly ECP Status Reports to the COR and ACOR, detailing the progress, issues, and any adjustments needed to meet customer requirements.

  • Ensure each ECP is developed as a complete “turnkey” solution, including technical design, material acquisition, and testing for mission-capable delivery.

  • Develop Project Management Plans (PMPs), Work Breakdown Structures (WBS), and Integrated Master Schedules (IMS) for ECP projects, with a focus on critical path management.

  • Oversee quality assurance and ensure compliance with Government security requirements, especially for classified areas.

  • Coordinate the closeout process, including quality assurance inspections and submission of Delivery, Receipt, and Acceptance (DI&A) forms for customer validation.

  • Confirm installation completion with the JSP customer, ensuring project documentation and final invoice are accurately submitted.

Qualifications

  • Active Secret clearance required.

  • Bachelor’s Degree in Related Field with 5+ years; 5+ years within the DOD environment

  • Outstanding mathematics and IT abilities
  • Proficient in preparing detailed cost estimate reports
  • Proficient in relevant software tools including MS Office
  • Proven self-management and team-management skills
  • Must possess expert managerial, leadership and communication skills
  • Certifications: PMP
