Overview

DecisionPoint is seeking an Exercise Evaluator -  Data Collection, Data Management, & Analysis to provide exercise training and evaluation in support to the PXE Evaluation Team to ensure various needs are met throughout the exercise evaluation cycle, including:

  • Data Collection & Analysis – Develop various data collection tools and analysis plan. Code data and conduct analysis of qualitative and quantitative data sets to identify strengths and areas for improvement.

ATL telework preferred (remote OK). Training may need to be conducted in-person or hybrid. Contracted Individuals will serve as the controller-evaluator leads focused on finalizing evaluation documentation, training and organizing SME evaluators, and conducting the evaluation of the primary exercise objectives.

 

These positions are temporary in nature (not to exceed 8 weeks). 

Duties & Responsibilities

The responsibilities will include, but are not limited to the following

  • Interacts with CDC subject matter experts identified as evaluators 
  • Provide technical support to Evaluation Lead on finalizing the exercise Evaluation Plan and specific evaluation strategies.
  • Technical support may include, but not limited to: 
    • Assists in refinement of evaluation criteria 
    • Assists in Master Scenario Events List (MSEL) development 
    • Coordinates exercise evaluation documents 
    • Assist the Evaluation Lead in finalizing the Evaluation Plan 
    • Trains SME evaluators prior to exercise on evaluation documentation, exercise rhythm, and daily reports 
    • Provide guidance to SME evaluators during exercise; collect observations daily 
    • Conducts post-exercise Hotwashes for component areas 
    • Upon End of Exercise (ENDEX), consolidates all evaluation/observation inputs for the development of the initial After Action Report/Improvement Plan 

Qualifications

Knowledge, Skills, Abilities, and Experience: 

  • Ability to obtain a Public Trust.
  • A minimum of 1-2 year of relevant experience required. 
  • Extensive expertise in designing, developing, and implementing quantitative and qualitative data collection tools (e.g., surveys, exercise evaluation guides, hotwash guides, interview guides).
  • Expertise in qualitative data management and analysis, including, coding, data interpretation, and visualization.
  • Proficiency in qualitative analysis software (e.g., NVivo, MAXQDA, or similar).
  • Proficiency in quantitative data management and analysis software (e.g., R, SAS, or STATA).
  • Ability to quickly adjust to changes in data collection and reporting priorities.
  • Proficiency in using Microsoft Suite of products and virtual communication tools (e.g., Zoom).
  • Highly flexible and adaptable in a quickly changing environment.
  • Strong organizational and project management skills.
  • Strong oral and written communication skills.
  • Strong coordination and communication skills.
