Overview

DecisionPoint Corporation is seeking a Foreign Partnerships Action Officer (AO) to join our team in support of the Office of the Secretary of Defense (OSD). Under the direction of the government, the AO will assist with strategic analysis of digital and emerging technologies (with a focus on data and analytics) that contribute to the Department’s international engagement portfolio. The AO is also responsible for facilitating logistics for foreign visits and senior officers, preparing packages for coordination, and planning international engagements. This position requires functional knowledge of DoD data challenges and experience supporting DoD executive leadership. The AO will work closely with government and contractor personnel across the Department of Defense, including OSD Research and Engineering, Policy, and other DoD Agencies.

 

This position can be performed primarly remote with the exception to in person meetings a few times a month to include limited travel (1-2 times a year).

Duties & Responsibilities

  • Assists in developing, updating, and implementing an international strategic engagement plan.
  • Works across the DoD and with foreign partners to track international allies and partners’ work on data, analytics, and artificial intelligence (AI) in defense, and maintains situational awareness for the organization.
  • Supports strategic engagement and international teams’ efforts to track global initiatives and solutions for data, analytics, and AI-focused capabilities in defense.
  • Assists the international team on coordinating international visits, meetings, conferences, and travel for DoD officials and division teams, including logistical details and planning for entry into DoD facilities as necessary.
  • Develops and maintains points of contact for foreign engagement and supports international team’s efforts across the organization.
  • Supports the client in the development and implementation of international data, analytics, and AI defense policy in coordination with other DoD components.
  • Coordinates across the Department to ensure aligned messaging with foreign partners in senior-level bilateral and multilateral meetings, including writing substantive read ahead materials for senior officials.
  • Supports DoD, interagency, and/or congressional taskers on international efforts and priorities, including drafting reports and responding to DoD-wide and internal taskers.
  • Maintains effective working relationships with counterparts in the defense establishment, interagency environment, and with foreign partners to advance international AI policy initiatives.

Qualifications

  • Active Secret clearance and the ability to obtain and maintain a DoD Top Secret/SCI.
  • Most recent work experience must be within the DoD.
  • Bachelor’s Degree required in a relevant field; a Master’s Degree desired with 5+ years related experience.
  • Knowledge of emerging technology concepts, capabilities, and trends in data, analytics and AI strategy and policy.
  • Experience staffing senior-level DoD officials (or equivalent) to include drafting briefings, read-aheads, and talking points for senior-level engagements.
  • Meticulous writing and management of memorandums, talking points, portfolio resources, and package materials to include significant experience preparing said deliverables for executive-level governmental officials.
  • Experience handling complex logistical and detail-oriented tasks to coordinate senior-level international visits and travel.
  • Skills to plan and organize, gather, analyze, and present information and perform supporting analyses for senior DoD officials at a high level of quality in a time-constrained environment.
  • Demonstrated experience advancing strategic policy initiatives within the federal government.
  • Highly-motivated professional capable of managing demanding workload while prioritizing and managing competing priorities.
  • Excellent communication skills, a high level of integrity, critical thinking, and leadership skills.
  • Strong organizational management and problem-solving skills with impeccable attention to detail.
  • Powerful analytical and problem-solving skills – including the ability to develop solutions in new and creative ways.
  • Exceptional MS Teams, Word, and PowerPoint skills; proficient Excel and Outlook application skills.
  • Ability to work independently on projects, from conception to completion.
  • Experience with navigating the Pentagon’s processes and the military chain of command is desirable.

 

Desired Skills:

  • Technical understanding of data, analytics and AI
  • Experience developing and staffing international defense strategies.
  • Experience with DoD-wide processes and tools related to foreign visitors and foreign travel to include the Foreign Visitor Request (FVR) process and Aircraft and Personnel Automated Clearance System (APACS).
  • Experience utilizing tasking tracking tools (CATMS, etc.) to coordinate executive correspondence.

 

Occasional travel, including to overseas locations, is required.
